With the announcement that the nGbK will be able to use one of the new pavilions on Karl-Marx-Allee, Berlin’s Senate Office for Culture and Europe has responded to our urgent need for new premises. This opens up the prospect of a municipally owned building, launching a process of transformation and offering an opportunity to make structural changes that reflect the nGbK’s aim to be accessible, participatory and diverse.
Six new pavilions are being built on the southern side of Karl-Marx-Allee, in Berlin’s Mitte district, two of which have been commissioned by the Senate Office for Culture and Europe. In his speech at the opening of the exhibition ›Re: Pavillon. Neue Räume für die KMA II‹ at Kino International on 2 October 2020, Berlin’s Senator for Culture, Dr Klaus Lederer, said » (…) in the name of the city’s cultural sector, I’m glad to say that two of these pavilions are ›ours‹. They will be home to the neue Gesellschaft für bildende Kunst and the Werkbundarchiv – Museum der Dinge, both of which are currently located on Oranienstrasse, where their existence is under threat.«

The Senate Department for Culture and Europe has approved funding for the project location station urbaner kulturen for the year 2020. The programme can continue this year. (

Efforts to transfer the nGbK to institutional funding from the state budget from 2022 and thus to secure the financing of both locations of the nGbK are continuing.

June 2020

The tenants of the building at Oranienstraße 25 have addressed the public in a joint press release. ( It informs the public that the new house owner is not known and not available for talks. The bookstore Kisch und Co. does not have a valid tenancy agreement since June and fears eviction.

The nGbK’s general meeting of members has accepted the offer to pursue the construction and perspective use of a state-owned property for the nGbK on Karl-Marx-Allee together with the Senate Department for Culture and Europe. In addition to prioritising the pavilion on Karl-Marx-Allee, the members agreed in the June meeting to continue the discussion on the nGbK's self-image, to develop a concept for the phase of spatial transformation/transitional locations (from mid 2022), to pursue alternative location options until a future location is secured, and to politicise the displacement situation on Oranienstrasse.

March 2020

The efforts of all sides to secure the complete and long-term financing of the nGbK are continuing. The task now is to convince all decision makers to transfer the renowned Kunstverein to the state budget of the Berlin Senate Department for Culture and Europe by 2022.
At the same time, a specially appointed committee within the association is examining the various options for dealing with a possible non-renewal of the rental contract in Oranienstraße. The new property owner - a Luxembourg real estate company - has not yet offered to extend the contract beyond 2022. The nGbK should provide "the key data for financing". The association will stay in conversation. The Senate Department for Culture and Europe and various district offices are supporting the nGbK. Moving to a state-owned property would also be a conceivable alternative.
Unfortunately, communication with the decision-makers - as well as within the committees of the grassroots-democratically organised association has been slowed down by the corona situation. There are some opinion-forming discussions to be held, which will now be moved to digital conference rooms. News is not expected before July 2020.

In December last year, the nGbK addressed Berlin's cultural policy in an open letter: The nGbK described a threat to its existence due to insufficient funding. (see below)

February 2020

In the meantime, the LOTTO-Stiftung Berlin has approved the funding amount without the additional requirements mentioned - thus, the nGbK still lacks 22% of the actually required funds. The same notification also states that the LOTTO-Stiftung Berlin will not support the nGbK beyond the year 2021. How things will continue after 2021 has not yet been clarified. The Senate Department for Culture and Europe has shown itself willing to negotiate. At least the work of the nGbK project space in Berlin-Hellersdorf 'station urbane kulturen' is to be financed temporarily for this year.
On the advice of the Senate Administration, the nGbK is now submitting an additional application to the LOTTO-Stiftung Berlin, which again explains and justifies the additional requirement of 210,000 euros.

and Cultural Policy Spokespersons of the Berlin House of Representatives,

due to decisions taken by the Main Committee of the Berlin House of Representatives regarding the 2020/21 budget, neue Gesellschaft für bildende Kunst (nGbK) understands its existence to be substantially threatened, and requests cultural-political support in this matter.

The LOTTO-Stiftung Berlin's project-based funding of nGbK over the past years has created an ongoing structural contradiction, generating discussion on a political level (Senate and House of Representatives) relating to the possibility of stabilising the association, as an institution recognised in its city-wide mandate (i.a. decentrality, cultural participation, ›Demokratisierungsschule‹), by affording it a permanent budgetary title.

Since its foundation in 1969 and with approx. 950 members, nGbK has been a key actor in Berlin's cultural field. In Berlin and beyond, it is exemplary as an accessible, interdisciplinary, and grassroots-democratic art association (Kunstverein). For decades, the association has taken on tasks relating to cultural policy and education in accordance with its expanded understanding of art's role in society. Additionally, it acts as an authoritative institutional partner (i.a. as an advisor of the Senate's cultural administration). The nGbK is unreservedly praised by all cultural policy spokespersons as setting a best practice standard in realising participatory methods and approaches.

The decision taken by cultural policy-makers to neglect the detachment of the association from its dependence on the funding by LOTTO-Stiftung – and in so doing, to bypass the stabilisation of the association through a budgetary title, failing even to provide minimum coverage of the association's often-acknowledged shortfall of 210,000 Euro – drives the association into financial insecurity. This decision means that the nGbK lacks 22% of the resources necessary to maintain its programme and work.

This prevents the continuation of the programme of the decentral site ›station urban kulturen‹ in Berlin Marzahn-Hellersdorf; as well as the adaptation of working conditions to rising living costs; adequate provision for planned projects in 2020; and the remuneration of employees in accordance with standard rates.

The threatening situation is exacerbated by the fact that the rental contract of the nGbK in Oranienstraße 25 expires in mid-2022. A continued project-based funding structure severely encumbers the association in its ability to renegotiate this contract, as well as in an eventual search for a new location.

The above circumstances motivate us to request the concrete financial need of the nGbK to be taken into account in the current budgetary plan.
